Transformation – Passenger Rail

This program encompassed the delivery of a wide-ranging corporate and back-office transformation of Australia’s largest passenger railway operator and maintainer.  This program reported to the Chief Executive, had Ministerial visibility and delivered both reductions in corporate costs and improvements in the delivery of corporate services.  

The program achieved its objectives by successfully implementing initiatives that delivered significant savings across 2016-2018.  A Voluntary Redundancy Program was combined with a range of cost reduction initiatives that included reductions in contractor expenses, discretionary expenditure and downward pressure on overall corporate headcount establishment.  

The Corporate and Support functions (>2,400 FTEs) that were re-engineered include the:

  • Finance and Corporate Services functions - with new streamlined service delivery models for Finance, IT, Procurement and Internal Audit.

  • The entire People functions - spanning HR, Communications and Media and Organisational Development.

  • Engineering – implementation of a new service delivery and industry engagement model
